I have a h110m motherboard if i get a z270 one and put my cpu in it will windows boot as normal or will i need to reinstall

Windows should be reinstalled due to the chipset change.

Will it just start installing or do i need to do something

It might boot it might not \50\50 chance. With a new board \chipset you should perform a clean install of windows for best performance.
