If I am not wrong mobo MSI MS-7211 not capable of oc, what is a good mobo to use pentium4 with oc option

Pentium 4's are pretty crappy, and give off way too much heat to be very good for overclocking. you'd be better off with a newer option, like an Intel Core 2 Duo, or an AMD Phenom.
