Gen2 pci-e motherboards are compatible with Gen3 GPUs ? If yes, the performance will be the same atm?

yes, they are backward compatible which means they should work fine but GEN3 gpu's could not run on there native performance cause they have more bandwidth then GEN2.

But 7970 will work just fine right ? with no bottleneck
