Question Motherboard's RGB ?

Should i be worried if my motherboard's built-in RGB doesn't set to the color I chose until a couple of seconds after Windows starts?

Nope, some platforms need time for settings to apply. You might want to keep an eye on other things on your OS, if everything is sluggish then it's not your RGB you should be worried about, it could very well be a corrupt OS or your platform needs X.M.P/E.X.P.O enabled or a BIOS update.

Idk why you'd be worried? Thats how it normally works as the settings are not saved anywhere but on your SSD where you need the software to run which needs windows to boot to apply the settings you set. Perfectly normal.
