Motion blur causing issues with foliage in games

Hi everyone. I'm getting a weird visual bug in a fair few of my games. In Crysis 1, The Witcher 2 and PlanetSide 2 when I have motion blur enabled foliage seems to brighten whenever I move my mouse. I'm not sure if it happens to all alpha textures but so far I notice it mostly on plants.
I've played around with the motion blur slider in Crysis 1 and decreasing the amount of motion blur diminishes the issue.
My PC is a new build and I'm running an R9 290 TRI-X, i5-4670k, 16GB of RAM, Z87-PRO mobo and a AX760i PSU. I'm using the full release of Catalyst 13.12. Finally I should mention that the issues doesn't seem to happen in Alan Wake, Skyrim or the Unigine Heaven 4.0 benchmark.

Anyone have any ideas what could be causing the issue, or any potential fixes (other than disabling motion blur)?

Manufacturer stated g2g response time is meaningless, there is no standard of measurement so it is just a marketing tool.

This review is for a different monitor, but scroll down or ctrl+F to the "Response Time" section. Do the bright trails look like the pictures shown in the review?

This could be completely unrelated though, since like you said, it shouldn't have anything to do with motion blur settings in games. In that case I have no idea, sorry.
