Mouse Acceleration On Even Though I Turned It Off

I just noticed this and even though I have turned off mouse acceleration in control panel my mouse is behaving as though it is on. The cursor movement is different from when I move my mouse slower it will go farther, but if I quickly move my mouse then my cursor will not move nearly as far for the same distance as moving it slowly. I've tried different windows mouse sensitivity, different dpi settings on my mouse, restarting, re-installing mouse drivers, anything I can think of but the problem continues.
 
Solution
many mice have a small bit of acceleration built in at a hardware level (not changeable). the windows acceleration feature is in addition to any hardware acceleration the mouse may have.
