Mouse Activating Itself

My mouse keeps activating itself. If I am watching Netflix, or viewing a PDF file, or playing a game, the cursor will be activated, as if it is being moved without being moved, which causes the menu of whatever I am doing to pop up. This is not a hardware issue; I disconnected and disabled all mice and touchpads and still the issue was present.

I'd scan for viruses, then install the free version of MalwareBytes, and scan for malware with it.

Already scanned it, nothing was found.
