Mouse and Controller Stutter HELP PLEASE!!!

Hello all,

So several months ago I built my first gaming PC...it was working great accept for the mouse. It seems to be making tiny stuttering movements as it moves across the screen. The problem is present on the desktop and in all of my games without exception. It is even present ( though to a lesser extent) when I use an xbox controller. I have replaced my graphics card, flashed my bios, uninstalled, updated and re-installed all of my drivers, tweaked every setting imaginable. I have switched back and forth from windows 8.1 to 10, re-installing each OS several times, switched my mouse, switched my mouse pad, switched USB ports, tried booting in safe mode to see if it was conflicting software, I have spent entire weekends trying to fix this problem but... no luck. I am about to put my fist through this computer.... I could really use some help here lol.

Here are my specs:

Motherboard: Gigabyte G1 Sniper Z97
PSU: Corsair HX850i
GPU: EVGA 4GB DDR5 Geforce GTX 970
CPU: Intel i7 4790k
OS: Windows 10 64 bit
Storage: 1TB WD caviar black HD
3x SSD's (raid)
RAM: 16GB Corsair Vengance

Updated: Turning on V-sync, lowering in-game mouse sensitivity to as low as it will go and increasing the DPI seems to help substantially in games but it seems like the stutter is still there. I think that maybe these settings just make it look like there is less stutter without actually changing anything.
 
Update: I have now noticed that it does indeed happen with my xbox one controller... just to a much lesser extend. I have also tried switching monitors and HDMI cables with no change... Is anyone even on these forums?
