[SOLVED] Mouse and keyboard input is slow when I Alt + Tab out of a game ?

I have a strange scenario where only recently when I Alt + Tab out of a game to go to discord or spotify or browser or just Windows in general that the mouse movement and keyboard input is really slow (Low fps perhaps). I have a second monitor but can't think its the refresh rates as I havent made any changes.
If I open the start menu using the Windows key that pops up on the main monitor, it seems to fix this. Seems to only be temporary on the inital Alt + Tab and then fixes itself when I shift focus to main monitor and back again like using the Windows key. This happens on any game full screen or windowed and only recently.

I've tried to find some forum or discussion but nothing concrete. Any thoughts?
I've reinstalled graphics drivers too.

Did a complete clean driver re-install and seems fine again.
