Mouse and Keyboard Lag while downloading?

So whenever I start downloading anything, or do anything that requires high internet
usage, my mouse and keyboard start to lag uncontrollably. It only stops when I pause the download.
Examples:
-Lags when I am in a Skype conference call with 3+ people
-Lags when I download a file from my browser.
-Lags when I download a game from Steam

I had installed Malwarebytes and ran a few scans. That is around the time this problem started. I thought it might be the cause, so I have since uninstalled it.

Do you perchance have them plugged in on a USB 3 (blue port) if so it's a well known problem.

The mouse is, the keyboard is plugged into a ps/2 port.
