Have you tried to unplug and replug the KB/mice when they don't work? Since if they do work then, at least you don't have to reboot the PC 2nd time around every time.

For Win update, you can look what packages it installed and uninstall the latest ones. This should bring the system back to normal. Then, install packages one-by-one, to find out the culprit.

Solution
usb port can go to sleep and not wake up. you might go to control panel device manager, find the usb port for your mouse or keyboard and right mouse click to bring up properties, find the power management tab and see if you can tell windows not shutdown the device to save power.

should prevent a repeat problem of having to disconnect to get the port to wake up. assuming a usb keyboard and mouse connection. if you have a wireless version you might have to update the driver for the device. (or use device manager not to shutdown the device, ie bluetooth or wireless )

Well, this could be one option, but from cold boot?

From time-to-time, i've had same issue, where when powering the build on and reaching OS, one of my USB peripherals either doesn't work at all, or the lighting profile is default, since iCUE fails to detect it. Simple unplug and replug fixes the issue always.

As of why OS (or dedicated software) fails to detect all USB devices at all times, sometimes skipping one - that i can't say. After all Win isn't that well coded to begin with.
