Mouse and Keyboard Not Working In Windows 7

I've just built a new system and set everything up like I normally do. However, the mouse and keyboard will not work. They work in Bios, but not in Windows (including Safe Mode). Any ideas what the issue is?

Did you load all the drivers required by the motherboard manufacturer? and what type of mouse keyboard do you have?

I don't know how to load the drivers without a mouse or keyboard.

I've used 6 different pairs of Keyboards and Mice. The one I'm currently using is a Logitech k330 set. I've also used Amazon Basics, Microsoft, Dynex, HP, and Dell sets.
