Ive been having this problem lately in games where when I move my house it suddenly jumps every few seconds. I had it in CSGO aswell but when I enabled RAW imput it was completely fine, but not every game has this setting. Is there anyway I could maybe get a programme that lets me use raw imput on everything? Or is there another way to fix it. (I have tested it on another mouse and it still does it so its not the mouse)

Video of whats happening look carefully (At the gun) you will see the stuttering: https://www.youtube.com/watch?v=euufrnFOghE

Solution
1. Go to Windows Mouse Settings > Pointer Options > Uncheck "Enhance Pointer Precision".
2. Go to your mouses software (if you have one) and disable all mouse acceleration and deceleration.
3. Download and run this: http://donewmouseaccel.blogspot.se/2010/03/markc-windows-7-mouse-acceleration-fix.html (you can read about what it is on the webpage)

Now all mouse acceleration in Windows should be gone and it hopefully fixes your issue.
If enabling raw input in CS: GO fixed the issue it's probaly caused by mouse acceleration. Good explaination: https://www.youtube.com/watch?v=16diwK6HWbI
