Question Mouse causing coil whine

Hi, I have a problem. When i'm running game or for example OCCT PSU test and then i start moving cursor on my desktop coil whine is occuring. It's strange because it's only happening when you moving cursor on desktop background. On taskbar or icons it doesn't occur. I can browse the internet and then go back to desktop and this sound is back again. I have figured out that lowering mouse polling rate is reducing coil whine noise. I've tried to update windows, gpu drivers, mobo drivers, tried another mouse (different ports too). Disabled c-states and nothing. Nothing helps. Only wireless mouse doesn't cause that. Could you help me with this issues? I don't know what causing this. For me it looks like windows issue (I had update 2 days ago, found this issue today).

Just normal, default wallpaper, If I change it, coil whine is still there. I have tried different things, nothing helps. Even if I'm moving mouse while pressing mouse button, coil whine is gone. When my gpu is under heavy load and I'm moving mouse on my wallpaper I can hear coil whine. When I'm moving cursor on icons, taskbar or other windows - no coil whine. I think it may be a problem with Windows. I don't think it is related to hardware issues because coil whine is only on wallpaper, what is really strange. My pc running fine but this problem is very iritating for me.
 
I have managed to fix that issue. I realized when with running msi kombustor, when I was moving cursor on wallpaper I saw that fps are dropping. I checked in GPU-Z and i saw that if I'm moving mouse on wallpaper my gpu core voltage goes to 1.1V. I used ddu to uninstall nvidia drivers and installed the newest one. That fixed this issue, propably some bug occured while I was updating drivers couple days ago. Installing previous driver didin't help, i needed to use ddu.
