Mouse cursor feels like it's a few milliseconds later than my hand movement.

Ive had this issue since February 2016. I reinstalled my windows because I wanted to do a clean install. Upon reinstall I notice that I have slight mouse input lag. Like I move my mouse fast, then stop it quickly, and it feels like the mouse is late on the movements. I play games competitively, and this has been a big problem for me. I have had this issue on Windows 10, and on multiple installs of Windows 7. It seriously pisses me off. Yesterday I installed 2012 drivers for Realtek high definition audio (version 2.70) because I read a lot about people having problems with Realtek drivers. and guess what? The issue was gone like poof! I was so happy... But upon reboot, the issue was back! It like reinstalled the new audio drivers. So I turned off automatic drivers install in Windows, and reinstalled the 2.70 version again. The issue is still there!
I just really want to get this out of the way because I cannot get used to it and i cant use my pc as efficiently as before. Keep in mind that before I clean installed in February everything was great. Please help me get rid of this issue as it's driving me nuts. My PC specs are:

Asus L8Z77-v LX mobo
Asus GTX 680 DirectCUII Top
Intel Core I7 3770K
16 Gb HyperX Genesis Ram

Tried this with 3 mice, issue is there with all of them.

Hi Dave, Sorry for the long wait, I was at school and my phone battery died. So. I am actually on windows 7 x64 right now. But I recall turning it off when I was using Windows 10 and I felt no change. The issue was still there. As I said when I installed an older version Realtek High Definition audio driver version 2.70 the mouse movement was great and very responsive and then after reboot the issue was back. Now I installed This driver again to no success.
 
I also suspect that it might be just my brain, thinking there is something wrong. But I don't feel like it because as I said, when I reinstalled the Realtek driver the mouse movement felt on point
 
Could it be that I changed the cord on my Logitech G400 as it was rapidly turning on or off, also my mouse smells like the inside plates burned down. Could it be? 😀

I only have this mouse at the moment, should I buy another one?
