Mouse cursor is tethered to one point on the screen and cannot leave

I'm running Windows 10. I just woke up my PC from sleep this afternoon to find that the mouse pointer is tethered to a single location. Currently, it's resting near the top left corner of the desktop and every time I try to move it, the cursor is allowed to move from its spot in any direction for about a quarter of a second, then it immediately snaps back to that central point. This is changed somewhat by using the keyboard to open or change focus to another program, as some programs will change the move time to a variable .25 to 2 seconds before the cursor snaps back.
I've restarted my PC with no change, the issues crops up again as soon as I get cursor control on the lock screen. I've changed USB ports to no avail, and a different mouse changed nothing.
Anyone ever run across this before?
 
Yeah...kind of. Uh, I recently plugged my Wacom tablet back in. I put the pen down on top of it and put it out of sight, so that was the problem. Complex problem solved! Thanks for the help.
