Try another mouse to start with, that'll tell you if that particular mouse is the culprit before you go looking elsewhere for the cause.
If you need to post back to say problem is not fixed, don't forget to mention you've tried a different mouse already, but I reckon it's the mouse you're currently using that's the problem, my mouse doesn't do that on my PC, neither does my wife's mouse on her PC. (Win7 & WinVista respectively).
