Mouse delay/lag tried everything

Hi guys, so im getting mouse delay/lag its hard to say how it feels but its delay in desktop and in games for like few milliseconds response and its allways not just for few seconds thans not glithes or some stuttering but its just movement response like input lag.. And i have it like for 2months and i dont know how to fix it so maybe u can help me.

The things i tried: I change Gpu from Gtx 560ti Directcu ii 1gb to Gtx 660 Gygabyte 2gb oc.
I reinstalled windows like 5times from win7 to win 10.
Reinstalled allot of times drivers tried uninstalling and installing usb port drives too.
I change motherboard.
I changed rams from 4 to 8gb.
Tried to change monitor.
Tried different mouses like Rival 100 Deathadder 2013.
And this some new stuff didnt helped me. ;/


My setup:
CPU: Amd phenom ii 945 3.0hz
GPU: Gtx 660 Gygabite windworce 2gb oc
RAM: 8gb 1333hz 2slots
Motherboard: Asus M4A87TD/USB3
PSU: Energon gaming 650w
Mouse: SS rival 100 Razer Deathadder 2013
Mousepad: SS Qck+ XL
Monitor: Samsung Syncmaster P2270HD 60hz
If u know some solutions then please say me. Maybe i didnt tried that. Thanks

".. try turning Mouse Acceleration on and off in your system settings. Head to Control Panel > Hardware & Sound > Mouse. Select the Pointer Options tab. Uncheck the Enhance pointer precision box to turn acceleration off. Select Apply and OK. Check how your mouse now responds..."

i tried that in mouse options didnt helped.

now im using win 7 so :) and for me its not stops just always delay . Thanks for trying

 
I have the exact same problem as you with my brand new build and I can't find answers anywhere. Windows 10 sucks.
I find it hard to believe that no one else has this same issue. It makes moving things around in programs like Premiere Pro excruciatingly difficult.

Does anyone have any solutions to this besides reverting back to Windows 7?
 
im in win 7 but i think its hard ware problem becouse i tried allot of times reinstall Windows but ir didnt helped. Is your cpu have big usage ? Tried to look system idle process becouse for me he takes 90℅ usage but when u watching in usage ir goes high low and like 10-15% i think i need to fix that usage problem maybe it gives that Mouse lag. In task manager go to process and then check box: for all users this will show all your cpu usage and look for system idle process and look how many % it takes, for me 70-90% if its same for u i think thats the problem. Srr bad english 😀
