Question Mouse doesn't work without first click

I just bought a new mouse and found that it doesn't work until you click once with the left button. My husband's mouse works the same way and I just hate it! I tried to find somewhere in the windows mouse settings where it might be turned off but I wasn't successful in finding anything. Is this part of the mouse programming itself and not a software setting? What is this feature called?

Yes.. that's what it's doing. It times out after not using it for a while. Then I have to click the left button to get it to wake up.... I'm hoping there's a setting somewhere to make it not necessary to click to start working.
 
Ugggghhh.... Here's what's in the mouse description that I didn't see before buying...

Auto-OFF and Memory Function
If no operation for 8 minutes, the gaming mouse will be in sleep mode automatically to save energy. Press any button to wake it up; the memory function free you from adjusting CPI level for each use.
