Mouse freezes/stutters when CPU usage is high.

I know there are a lot of threads about this, but none of them helped me (except one who recomended me to turn down SS engine sound app but unfortunately it keeps freezing after rebooting PC).
Well, it happens when CPU usage is like 90-100% and mostly in games such as GTA V, PUBG, Overwatch, Destiny 2 and even sometimes in CS:GO. The thing is - it never happened before, I always had high CPU usage but my mouse never stuttered. My CPU temperatures are in acceptable levels (like 60°C)
My specs:
i5 4460 - 3.2Ghz
Msi GTX 1060 3Gb
16Gb RAM
Msi Z87-G55 motherboard
OC - Windows 10 Pro ver. 1709 (built 16299.125)

Have the same problem but cpu usage is low and dips a bit when it happens
