Mouse freezing if I move it and does it for a second

Hello, I've been trying to fix a recent thread I made but no on answered it, but ran into this issue now that is more serious.

990FX Asrock Fatal1ty Professional
9590FX CPU
Windows 7
16gb RAM
850 Watt Gold
Kensington Mouse

I have tried multiple mice and it happens on both. The mobo has a specific usb port designed for the mouse called "fatal1ty mouse port" which it was initially plugged into for years, until this issue, so I plugged the mouse into another usb port. I have already unchecked the power management box on all usb ports. I tried running it in safe mode and it worked fine in there. Then I moved onto the MSCONFIG and tried to disable all startups and add a few at a time and restarting until everything was full again. I then restarted and everything worked still, but it was 8am after working on it all night, so I was going to start going down the startup devices next day.

I powered up and it was freezing again, so I wanted to go back to the msconfig system services again, but every time I tried to do the same thing it would check the box that said "load startup items" even though I unchecked it.

so lastly I unplugged the mouse via usb port, and powered down/up my PC and then stuck mouse back into the "fatal1ty mouse port" usb slot and nothing happened. No USB error or anything, but couldn't move the mouse or anything. So then I plugged the mouse into usb port the other usb port and move the mouse and now it works ( for now)

So I'm not sure what is causing this and I'm pretty sure it's going to happen again until I fix it fully. If anyone could give me some advice I would greatly greatly appreciate it.

When in msconfig... Disable all startup then hit exit without restart..open msconfig again and see what program is checked with permission...(sometimes might take a restart but try without at first, most times it works depending on program settings.)

Afterwards, go into the program settings and turn off the override..(boot at start.. ect..).should fix that problem.

Mouse issue is a little more difficult as it can range from plentiful issues that really you must know alot about the rig down to monitor refresh rate..One of them have to be there or get a full story on rig..drivers.. especially recently installed.
 
Update: I uninstalled AVG and did MSCONFIG and disabled everything in the service and startup sections and the mouse still freezes. Not sure what else to try now, besides seeing if it works again in safe mode. Any help is appreciated. Sometimes it just works fine for a bit and I think I fixed it, but then it comes back.
 


Thanks for the info kevin1988jesters, I will try that out now and give it a shot. I restarted my PC and the issue is back again so I'll try your advice now and report back,

Since you mentioned monitor refresh rate, I also use dual monitors and also use a program called ultramon for it too. (it controls dual monitor settings and such)
