Mouse Freezing Problem

Hello!

My mouse started freezing/blocking for 1 second since last week. It usually happens once in a minute. But sometimes it stops working forever, until I unplug and plug back the usb port of the mouse. I tought it's mouse's problem because it was old, so I bought a gaming one. Same problem. Checked my sister's mouse, same problem. I realised that it's my PC the problem so I reinstalled Windows 10, the problem is still there. After many errors and hours of trying, I installed Windows 7 Ultimate 64 bit, same problem but it doesn't freeze really that often. I've tried every usb port, same problem. CPU usage, Memory usage and Networking usage are perfectly normal. The desk and my interior PC are clean (no dust in PC).

I have a i3 4160 3.6 ghz, geforce gtx 750 ti and 8 gb ram. I bought this PC around 9 months ago and till last week, it worked perfectly normal, never had this problem before.

What do you think I can do?

It's a big problem for me, every time I code or I play a game and the mouse freezes, I feel like banging my head on the wall and jumping off the window.
 
Solution
1| You didn't mention the motherboard+PSU that is powering your system. That being said have you made sure your BIOS and device drivers are up to date?
2| Can you list out the mice you've used to verify that the PC was the culprit and not the peripherals?
3| You seem to have compounded the issue and eventually your frustration by doing too many things at once. It's suggested that you disable automatic device driver updates when in Windows 10 and then proceed to uninstall and reinstall your device drivers. The automatic update tends to fetch the wrong drivers for the right devices. No exception with Windows 7 as the same issue happens if you accepted a device driver update suggestion when a Razer Lycosa keyboard is attached. The update...

Troubleshooting takes patience and due diligence to pull out of the issue so bear with us and your system for a while.
