Question mouse hangs/pc freezes on startup, also when I startup programs.

on the windows startup my pc would freeze/ mouse would hang, then on the startup programs first launch, my pc would undergo little microfreezes.

specs
ryzen 5900x
corsair 32gb vengeance rgb pro (3200mghz)
asus nvidia rtx 4080
crucial 2tb ssd
samsung 980 evo plus ssd
corsair 850w psu
asus tuf x570 wifi plus motherboard
lian li case

things tested
-testing both memory sticks seperatly, they both did it

- DDU and new drivers

- bios update

- booting with only my boot drive

- booting with only my other ssd

- tests on my ssds using samsung magician and crucials software

- ram diagnostic

- ~5 times reinstalling windows, with new drivers for everything

- cleanboots and driver updates.

- memory diagnostic tool (nothing wrong) and turning off xmp

- windows sfc /scannow

- windows updates

- turning fast boot off

- windows 10 and 11 both same issue

- turning fTPM off

- going back to previous gpu driver

- undoing and reinstalling windows updates

- booting only on one ssd, then only the other, also with my hardrive detached.

also my pc stutter and freeze for a second when moving certain windos to my second monitor.

If anyone could help that would be great :)

What is exact model of psu and age are you using an adapter for the 16 pin that comes in the box. The adapters aren't well built in the box possible a faulty one. You can usually get a 16 pin cable by Corsair or cable mod that's made specifically for your pc PSU.

Also do not bend the adapter or Nvidia adapter as this causes damage. This is standard for all 16 pin cables sold and I would go as far do not bend Nvidia adapters there poor soldered.

psu cables have been checked out, sent the pc to repair place and nothing wrong.

ram is in the 2 and 4 slots

temps are fine, but why would the startup stuttering be a result of temps?

If the temps where unstable or to high on start up that would explain the stuttering.

As I've said prior what I make and model of psu and it's age.

PSU faults aren't as obvious but it's the first thing I would remove and test with a different power supply.

Also if your using a adapter make sure you are using the following

You will need 3 separate 8 pin cables from power supply. Each separate cable provides 150 watts. So for better stability spread the load over 3 cables.

I dont have another psu so I cant test it but the psu I have now is under a year old, but the adapters are good, the problem started after a windows reinstall so i dont believe its a hardware issue.

I also get a stutter when moving certain windows to my second monitor, I dont know if the two issues are related but just another thing to keep note.
