Mouse Icon Flickering + Computer locking up on active window

Originally I had this problem about.... 8 months to a year ago. I never really got it fixed it just stopped happening. I did try and figure out what was causing it then but was never able to.

Essentially what happens is my mouse icon will start flickering rapidly, whenever that happens whatever the active window is will lock up and not respond while anything else open works just fine. I open my task manager while it's happening and nothing notable happens. This randomly started happening again about a two weeks ago. It's very infrequent though, I can go days at a time and it won't happen. So far when it does happen the only way I can get it to stop is by completely shutting down my computer, restarting won't help, or it will just randomly stop.

Any help or ideas would be much appreciated!

ASRock Z97 Killer Mobo
16gb (4x4) Corsair Vengenace RAM
Intel i7-4790k CPU
1 Samsung 256gb SSD
1 1TB WD HD
Gigabyte GTX970
Windows 10 Pro 64bit
 



I believe I am having the same issue as you. I've tried so many things... I even switched my Motherboard to a different one and bought a new HDD and GPU hoping this would fix it. I still have the problem! It's very frustrating.
I have 2x4Gig Corsair Vengeance RAM. Could this be the issue? I have run several memory diagnostics but they come up clean. I have run many virus scans, which i have picked up a few things. Yet nothing has fixed the issue. I am at a loss.

I should note that I took my GPU out last night and used the on-board graphics of my Motherboard so I could update my Bios. When i did not have the GPU in, my system was running fine. It makes no sense because like i said I've upgraded my GPU and HDD and switched the motherboard.
