Mouse issue in PROTOTYPE 2 - Need Resolution

After turning off V-Sync, I am having trouble moving the camera angle in Y axis. But when turned on, the game lags a lot eventually. Urgent help required.

I had this same problem too, I thought it was just because it was a terrible console port.

No idea, i just forced myself to live with it, eventually didn't notice it much.
Try playing with a controller maybe? lol
