I've searched and read similar issues with other folks and have tried the solutions in those threads to no avail, so this is my attempt to fix my personal problem.

Specs: 8GB DDR3 1600mhz ram, i5 3470, R9 280x.

I have a Logitech m510 mouse connected to my desktop computer (tower <10ft away, non obstructed). The mouse has been very inaccurate lately. At first I felt like it was when programs were loading it would jump a little. Paying attention more though, it happens intermittently. I'll just be doing circle patters with the mouse with almost nothing running on the system and it'll randomly lag / jump / stutter. I've taken a look at my system monitor during these jumps and see no relation. The CPU never gets above 60%, RAM is always at <50%, I get some Ethernet spikes which I have no idea what those mean. I feel like I'm up to date on drivers but could be wrong?

I've ran 3 different antivirus programs with no negative results. I sort of don't know what to do next... Help please!

Its possible since the problem is common is that the receiver end isn't strong enough or the 2.4GHz frequency is having interference in your home. 2.4GHz is not very reliable when it comes to these things operating on the same frequency.

Your mouse uses this frequency and remembered reading about this problem and why wireless networks are upping the frequency. Thought i'd share, but not 100% is the case though.
 
Most of the time I see this, there is a hair or piece of debris caught in front of the lens in the mouse's optical/laser well. Flip the mouse over and make sure it's clean.

The second most frequent cause is the surface you're using the mouse on has become encrusted with a thin layer of smooth biofilm which the mouse is having trouble tracking on. Try testing it on a clean, textured surface, like a clean sheet of paper or freshly laundered bedsheet. (Note: The Anywhere Mouse MX has difficulty tracking on cardboard, of all things.) If the problem goes away, you need to scrub clean the surface you're using the mouse on, and clean the gunk off its feet. And probably invest in a new mousepad.

10 ft is kinda marginal for Logitech's latest receivers. Try using the mouse closer and see if it fixes the problem. If it does, you may need to buy a USB extension cable and position the receiver further up so it has direct line of sight with the mouse.

A recent one I ran into was a WD hard drive aggressively parking its heads. Apparently all the 5400 RPM WD drives park their heads after 8 seconds of inactivity. Every time the computer tries to access the drive, it freezes for a second while waiting for the heads to unpark. I was able to fix it with CrystalDiskInfo -> Functions -> Advanced -> AAM/APM Control. Select the WD drive, and slide the APM slider all the way to the right until it says FEh. This turns off all powersave features including the aggressive head parking.

If it's the sensor, use a Q-tip, eyeglasses microfiber, and contact lens cleaning solution. Make sure you DON'T USE: Windex or any other glass cleaner, isopropyl alcohol rated less than 91% (i.e., use only 91%, 93%, or 99% is good; note, however, that it's highly flammable), or toothpaste.
Despite being an abrasive, I've seen some recommend toothpaste; still, anyone who recommends it is a straight up idiot.

Okay, now on how to do the cleaning...

{1} If you have a microfiber for cleaning lenses, strip off a bit of the end of the cotton on the Q-tip.

{2} Cover the end you just stripped with the microfiber.

{3} Use the cotton that was removed to either (a) extract the isopropyl alcohol, or (b) if not using alcohol, then simply squirt some lens solution on the cotton bit. Then, gently dab it on the lens.

{4} Use the Q-tip with the microfiber to gently wipe away at the lens.
