Mouse/Keyboard doesn't work on computer?

I was helping my friend fix his PC. I dusted it out and checked what kind of ram was in it in case he wanted to buy two more sticks. It is an old 2005 PC, don't know the exact specs. AMD Athlon, and 1gb of RAM is all I know right now. When I booted it up, I have to choose between something like boot last version of windows, safe mode, safe mode with network, etc. The only issue is the keyboard or mouse doesn't work. We tried like 3 keyboards and 3 mice. None of them work. We even tried a wireless keyboard and mouse. The mouse has the red sensor light on the bottom of it, but doesn't work. The keyboard doesn't work at all. We used the PS/2 ports to plug them in. Any ideas, or could all three of these mice and keyboards be bad? Two of them are old, but the wireless ones are pretty new. Test the keyboards/mice on another PC to verify if they are INOP.

I have a 2005 Dell where this would happen and I would need to power down, unplug it from the wall and hold the power button for about 10 seconds and plug it in and reboot and everything would work.

This also happens on my new custom build and I still don't understand why it is happening. My theory is maybe it stores to much power or not enough and you have to discharge it otherwise those systems get shut down. I really don't know, but thats my best guess. Both PC's this happens on have shady PSU's. A broken 375 watt dell PSU and a CX430 PSU that has way to much shit hooked up to it.
