Question Mouse/keyboard randomly stuttering with input ? (video included)

About a month ago my mouse and keyboard started to do this thing where randomly (mainly when gaming) my mouse will stutter across the screen as shown in the video and my keyboard input will also be delayed until that stops. It can last anywhere between 5 to 20 seconds I've seen. I've updated BIOS, changed a few BIOS settings, updated drivers and nothing has fixed the issue. Any help would be greatly appreciated.

I had a post before but it was deleted because I bumped it. I upgraded the PSU as someone suggested, but the problem is still persisting..
