Mouse Lag & More

I just got a new computer, everything is working fine except when I close a window, install something (basically something that increases the current processor usage), the mouse lags up significantly for a couple seconds, then goes back to normal.
Here's my specs:
TBird 1.2 ghz
IBM 45GB ATA 100 HD
Abit KT7A Socket A KT133 ATA
GeForce2 Ultra
Windows 2000 Pro
IntelliMouse Explorer on USB

I'm basically certain I have all the newest drivers for everything listed.

Sorry if this is being vauge, I can't really understand why its happening.

Also, somewhat unrelated...for me, the difference between AGP 2x and AGP 4x are so minimal that I don't see the point in using it. I ran tested Quake 3, i got 129 fps for both. Hell, even in AGP 2x 129fps seems slow to me.

Can anyone help?

I have seen this happen for several reasons, none fixable. Sometimes your mouse might slow down briefly if 1) your accessing a large amount of data in burst from a drive or ram 2) your system is configuring a program 3) your USB just plain sucks (common problem, really!).
Another reason could be sharing rescources between your USB port and the IDE controller or some other device.

Errrr...

What I meant to say was use the USB -> PS2 adapter that came with your mouse and stick it on the PS2 port.

You said you were all drivered up but didn't specify. Try these and see if It'll work. BTW the SP1 network is 80 or so MB so I hope you go a good connection.
