Question Mouse lagging issue

I have a new build and when i first start my pc the mouse moves around fine. After a while it starts getting laggy when i am doing basic pc stuff, browsing etc. I looked on line and found something about the latest version of windows 10 update had issues with AMD but that was 3 years ago.
I have tired updating the mouse driver and windows told me it was updated to the most current.
I tried a different wireless mouse and get the same results.
I have check to see if windows updates are happening when the mouse gets laggy but there is no updates.
Anyone have any idea on what's going on?

Windows 10 pro
AMD 3600
MSI B450 tomahaw max ( updated to the latest bios)
AMD Radeon R7 200 series.
DDR4 16 GB ram

Did you install your drivers form your Motherboards support page? mainly the chipset driers since thats where the USB ports come from.

Also you can check device manager, in the USB section you will see USB Root Hub, enter the properties and disable power saving.

Yes I download the drivers from MSI web site.
I have disabled power savings on the USB Root Hub. there is also two AMD USB 3.10 eXtensible Host controller and two USB Composite Device but i doesn't have the disable power savings option.
