My Mouse LED won't turn off even on shutdown. My motherboard doesn't have an ERP option, but i can turn off the USB usage on my motherboard, it has 3 options: Enable, Partially Enabled or Disabled. Will turning it off work?

Solution
Try it - it won't break anything - you can always change it back if needed.

Just unplug your mouse or switch off/unplug the PSU if you can't find the BIOS option to disable USB power.

Or just leave it, what's the big deal about the mouse LED staying on anyway?

As owner of CM Devastator 2, I had the same problem and I was looking many hours for solution, until I found the best one.

It turns out that if you uncheck the fast startup box, the led turns off. You can find this setting in Control Panel --> Power Options --> Choose what power buttons do --> Change settings that are currently unavaible (if you can't uncheck boxes) --> uncheck Turn on fast startup.
