Hello. I'm Brian and I am new to the forums. Ive been reading them for years but just posting here for the first time today. I've been searching for 2 days now and I have yet to actually find this problem/solution under my specific circumstances.
I've been playing on PS4 and Xbox One since their release and I have enjoyed it greatly. But I felt I've been missing some great games so I just built me a new gaming rig. I'm gonna post my specs first and then ill get to the problem after that's out of the way.
Here are my specs:
OS-Windows 7 Pro x64

Here is the problem:
Whenever i'm playing games, i have a lot a lagging or stuttering when using a mouse and keyboard. It only happens when i move the mouse. I can run, sprint, walk, strafe, zoom and etc. perfectly smooth when using the keyboard inputs. As soon as I move the mouse though I get annoying stuttering. It happens to the same degree(game specific) on either of the 3 monitors that I have hooked up to.
When i use the Xbox One controller though, everything is as smooth as butter. I hooked up both my LG 47" displays and played State of Decay on Ultra Settings on one of them while using the other display to watch YouTube videos and it maintained a solid 60fps(capped) @1080p with MSI Afterburner monitoring. Even when using the Xbox controller and everything is running smooth, if i move the mouse, the game stutters. When using only the mouse and the game is stuttering/lagging, i'm still holding a solid 60fps so I am pretty confident that it isn't my GFX.
Another thing that happens also is that sometimes when i'm watching videos and I move the mouse, the cursor starts lagging. Not all the time though. Also there are some games that the mouse lags in the menus. My CPU and Video Card along with everything else is at stock voltages. Nothing has been modified or OC'ed. I've also not been able to adjust the dpi on the mouse. I have seen it suggested but i'm guessing my mice don't have the option. I don't mind buying a good "gaming" mouse if that would fix it. I just hate to spend another $50-60 for it and it not be the problem. I spent a lot putting this thing together and i'm getting frustrated over something so simple. So any help will be very appreciated. Here are the games that i currently play(with a controller) and a scale to which games are more problematic .

9=Unplayable
-State Of Decay: YOSE (4)
-ARK: Survival Evolved(2)
-Subnautica(7)
-Unturned(3)
-ARMA 3(2)
*Notes*
-All games are run at max settings but have been scaled down to no avail
-All games work flawlessly at low to max settings with Xbox One Controller
-Subnautica slightly improves when windowed
