Mouse Movement on Second Monitor Causes Browser to Hang

Hey all,

I have been having an issue for quite awhile and I am near my breaking point with it. I know its not exactly a WoW issue but figured I can come here and get some help. Here is a description of the issue:

Whenever I have a game running whether it be WoW or GTA 5 as of recently, the game runs perfect with no issues. However I have dual monitors setup and if I try and move the mouse outside of the game (fullscreen windowed) I have enormous stuttering on the second monitor, even when I use alt-tab. I have tried to find some support via Googling the issue to no avail, it seems this is a bigger issue then I realized but I have yet to find a solution.

Please don't come back with, check your system for malware or viruses, I just reinstalled the OS from W8.1 back to 7, and the issue was happening in both. Its not that.

I have tried to take the second monitors HDMI cable out of the second slot on the GPU and put it in the motherboard slot but the issue persists.

Please assist as its basically ruining my experience of having two monitors. I effectively can't use the second one without constant stuttering. If I am watching Netflix or YouTube and I move the mouse, the video just freezes until I stop moving the mouse, its so weird.

Note: moving the mouse within the game has no issues on the second monitor, but as soon as I move the mouse onto the second monitor, stuttering begins.

Gaming typically ties up the resources of the GPU. With Windows 8 and newer, these resources are better segmented, and can independently recover from an application malfunction in one segment. With Windows 7, it's all or nothing when GPU acceleration is in use. The driver gets reset if any program poops out.

Most web browsers now come with GPU acceleration turned on be default, so this is also going to be using resources of your GPU for various tasks.

Windows 7's Aero glass tends to be a bit more resource hungry in regards the GPU also.

It sounds to me like you just don't have the resources for what you're doing.

You might consider listing out the specifications for your computer equipment. Also, you can disable GPU acceleration in...
It should maybe help to understand that if I make the browser windows smaller [tested Chrome, Firefox and Vivaldi] and move the mouse onto the second monitor desktop but NOT within the browser window, no stuttering occurs. As soon as I enter the frame of the browser window, stuttering begins again.

You might consider listing out the specifications for your computer equipment. Also, you can disable GPU acceleration in web browsers and turn off Aero's effects that are consuming GPU resources, if those happen to be the source of your issues.

Have you by chance actually run any utilities that show CPU and GPU usage, before and during the stuttering? GPU-Z can show your GPU usage, while Window Task Manager should be able to give you an idea of your CPU usage at the time.

Some multi-screen configurations do not handle windows overlapping from one screen to the next very well. You might make sure no Windows are traversing the screen borders, especially if your second screen is being run by a 2nd graphics card.
 
Solution
I never had an issue like this before. It started recently and I can't pinpoint what might of been the problem. The only thing I can think that I changed recently was the driver version, however even if I uninstall all AMD software, the issue persists.

I have tried turning Aero off as well as transparency. I have also tried turning off GPU acceleration in Chrome with no change.

I have a 4770k running at 4.0 GHz with an R9 270, 16 gB of RAM. This system should me more than capable of using both monitors without issue. Like I said, this started happening recently on 8.1 and continues on 7.

I've had GPUz up when running my game and when I click into the browser window, the GPU still stays the same like its running the game still primarily.
