Mouse Optical Laser Light is not working when plugged in but buttons works (VIDEO)

When i plug USB from my mouse the laser light flashes for 1 sec then turns off as you can see on the video can you guys help me fix it its OPTICAL Mouse Laser i dont really understand what the problem is Laser Light not working i cant move my mouse but buttons works (scroll,side buttons)

EDIT : I forgot to tell you that there is not LED LIGHT when the scroll is there should be a light too but it doesnt work i cant do nothing 2 lights not working laser light and where scroll is
