Mouse pointer/resolution problem

While using Windows 8.1 the last while I noticed the Windows 8 screens (Start screen, login screen,etc.) have gotten bigger like the resolution has been lowered to 1280x720 or something, while screens that were Windows 7 style (Desktop, My Folders, Chrome, etc.) have stayed the same resolution as I always use (1920x1080). This seemed to be only a slightly displeasing aesthetic problem for a while but now when using programs like Adobe Flash, they show up what seems like lower resolution and the mouse pointer is far off where the clicked area actually is on screen, meaning I could click to the far left of the screen and it would select the picture in the centre of the screen. This has presented me with a lot of problems as I am a student in college and need flash to finish my projects. Any help is appreciated very much.

EDIT: I have provided a picture of what it looks like running on my computer. Desktop and Adobe Photoshop appear as normal as in 1920x1080 but my Start Screen and Adobe Flash (Notice the fuzzy lines in Flash picture which were not there when I created the picture on another computer) appear as if 1280x720 or lower.

I managed to fix the problem of Windows 8 sections of the system looking big by going into the right sidebar and finding the display settings in "Change pc settings". Although I still have the problem of Adobe Flash appearing fuzzy and jagged and clicking in he wrong place as the pointer. Setting the DPI to smaller seemed to fix the pointer and mouse click location problem it but it made every other program appear blurry and too small to read. Any idea how I could change settings for Flash separately to everything else to make it work?

do you have the latest update of flash since it is mostly work with browser ,put the icon size to med back and check your screen resolution if it match to the max monitor could handle and does settings for flat screen is set to be manage by gpu and picture set to adapt to monitor panel .
