Mouse settings go crazy after powerbreak

I was just doing my thing on the computer, nothing special, powerbreak happens, power comes back in 5 seconds, I reboot the computer and everything is messed up. Windows changed language to English (from Hungarian) and mouse settings changed. To be more accurate it feels like 300+ dpi and mouse acceleration turned on, and it's very bad. The mouse problem is important for me because I play videogames.

What I know is it has to be Windows, I tried to reinstall driver for my mouse, also tried to look into Windows mouse settings, but everything is the same, nothing changed visually. Also Windows updates are turned off for 35 days, so there wasn't any update being installed in the background during powerbreak. This is not the first this happened, last time a Windows reinstall helped. That was 1 month ago, but I can't just reinstall Windows monthly. It's not the first powerbreak that happened since the latest reinstall.

I'm not gonna write down my config because I know it's not the problem. Also I'm gonna try to update the latest Windows updates (because they were turned off as you know) maybe it'll help.

For starters you need to have a surge protector with a battery. 5 second power outages should not cause Windows interruptions. You also need to backup your system with something like Macrium Reflect or Easeus Todo Backup. Both have free versions for non-commercial use. With a full system backup you can be back up and running in under half an hour. 1 TB external hard drives can be purchased for around $50.

This might help, but I don't think I'm supposed to pay for protection etc. just because Windows acts crazy. This is something that I never met before, not even in XP era. Windows 10 feels very unreliable. By the way when I tried to install the latest Windows updates, Windows told me that it's up to date. At that point I was speechless, because I know that the updates were disabled, I even had to hit the "resume updates" button, very disappointing. I reinstalled Windows and it worked again, but that's not a real solution. But thanks for the advice.
