Mouse stays at the bottom

Ok I have windows 7 now I will have normal control of mouse when I go to some windows but on others the scroll bar to the right will stay to the bottom and the faster I try to move it up its back down again it only on some pages or I'll try to double click on a icon but i will go into the shortcut icon at the bottom
