mouse stops moving for 1-2 seconds

so I have been getting this issue where in games and in PC use in general my mouse just suddenly stops moving. its impossible to play games such csgo and i don't know what to do. I first thought it was the mouse so I used an old mouse to see if that would help but its doing the same thing. I have tried it in different USB connections, cleaned my mouse mat and USB ports. tried it in USB 3/USB2 and I just don't know what to do. do I need to a bios update on my mobo?,do the mice have dust on the laser sensors which can screw it up,do my mice need driver updates or are the usb connections broken?

(the mice i use are pretty cheap and they are basically plug in and play mice.)
 
The two reasons I've seen this happen are:

1) The wrong or no motherboard chipset drivers are installed. The chipset drivers include USB controller drivers. Without them, Windows tries to use some default Microsoft drivers which don't really work that well. (This is the biggest issue I'm running across with Windows 10 - it insists your drivers are fine when it's using Microsoft default drivers, and doesn't try to find or even notify you that certain hardware-specific drivers aren't yet installed.)

2) Pagefile is on a HDD which is going to sleep or doing something, causing pagefile access requests to be delayed. Windows seems to consider accessing the pagefile a top priority, and will freeze everything until it can access the pagefile - including freezing the mouse pointer. You can test this by temporarily disabling the pagefile and see if the problem goes away. Unfortunately modern OSes are designed to always have a pagefile, so it's not recommended to leave it disabled. If you have a SSD or another HDD, you can try moving the pagefile there (one person reported his system had put pagefiles on both his SSD and HDD, and disabling the HDD pagefile fixed it). If you only have the one HDD, you can look into lengthening power save timers like how many minutes before spinning down your HDD. Some WD HDDs in particular have an unusually short hard-coded head parking timeout which can cause problems like this. Tell me if you have a WD Green or Blue, or 2.5" WD drive and I can suggest some work-arounds. But a 1-2 second freeze sounds like a HDD power-save spin-down issue.

One other possible cause which I haven't actually seen myself but someone told me fixed it is:

3) The mouse pointer isn't actually drawn by Windows, it's drawn by the video card. Windows sends the GPU a pic of the desktop and tells it where the mouse pointer is supposed to be. The GPU then overlays the mouse pointer on top of the desktop. This is called a hardware mouse and saves Windows from having to send the GPU another pic of the desktop every time the mouse pointer moves. It just tells the GPU the new mouse location and the GPU just draws the pointer there on top of the old desktop pic.

If the GPU is malfunctioning or the GPU drivers are corrupted or the wrong drivers are installed, it can cause this mouse drawing process to hiccup. So you can try reinstalling the graphics drivers, or replacing the GPU.
 
I do have a WD blue HDD but I only got that HDD around 2 months ago. (does not have OS on it). I installed MOBO drivers but I'm going to try to install new bios drivers and reset my Nvidia drivers. how do I install new chipset drivers? and also i scanned both of my drivers and windows shows that there are no problems with he HDD

Ok, that makes it more likely that a pagefile on the HDD is the problem. As I said, 1-2 seconds sounds like the HDD is spinning down, and Windows is freezing while waits for it to spin up so it can access the pagefile.

Open a file explorer (windows key + E).
Right-click This PC or My PC, and select properties.
Click Advanced System Settings.
In the pop-up, on the Advanced tab, click the Settings button for Performance.
You'll get a new pop-up. On the Advanced tab, click the Change button for virtual memory.

Uncheck "Automatically manage paging file size". Then make sure there is no pagefile present on your HDD(s). If there is, highlight the HDD(s), and click "No paging file" below. Click the Set button to commit the change(es) for each HDD. When you're finished, click OK, OK, OK. Pagefile changes do not take effect until after a reboot. So reboot the computer, and hope that this takes care of the problem.

If there were no pagefiles on your HDDs, then this is probably not your problem. There's a remote chance it's a SATA driver problem, but those are pretty rare in my experience. Follow the steps below for installing the chipset driver, but also look for any separate SATA driver for your motherboard and install it (I suspect it's included in the all-in-one).

Go here, click your OS. The chipset driver will be the AMD all-in-one driver. You may already have installed them as "motherboard drivers".

when I unchecked the "Automatically manage paging file size" after re-booting I was testing my mouse out playing games such as battlefield 1 and an error poped up and I had a black screen. I thought it was a bug because it is a beta so I loaded up steam but the black screen came up again i also see a black screen when my i type in the windows search bar. is this because of me unchecking the paging file size. as I have never seen this before. so far the mouse is working fine but I need to test it out more

btw could there be dust on the mouse sensor that can screw it up?
