Mouse stutter/input-lag tried everything, educate me please!

Alright this is it:

2x USB-mice.

Steelseries Rival 300 (Old one)
Zowie EC1-A (Purchased today)

The issue I'm having right now is incredibly annoying.

Whenever I drag my mouse slowly in the top left corner on the windows desktop, or do small circular motions it does not register my hand-to-mouse coordination with a ratio of 1:1.

There is incredibly small stutters, at first i thought it was the rival, hence the newly purchased new Zowie, but the problem persists.

I'm willing to provide all sorts of information to get this issue solved.
Have been seeing A LOT (!!!) of similar posts all over google with close to no solutions.

My current setup:

CPU: Intel I7-4770K
GPU: Geforce GTX 1080TI
RAM: Kingston 8GB DDR3
SSD: Samsung EVO 850 250GB
HDD: Western Digital Blue 500GB
MOBO: Asus Z87-PRO
OS: Windows 10 Pro 10.0.17134

Yes, i have the Steelseries QCK & QCK Heavy.

The more i read on google atm, been doing it furiously while tearing my hair out is that it actually has something to do with windows 10.

Have you tried disabling speed precision in mouse options? Aside from that there could be many issues including corrupt mouse software etc.

Depending on how much you have installed you could do a windows reset.

Can you try the mice on another computer?

Always have pointer precision turned off (disabled), not that efficent to have something interfering with my aim in cs:go for example.
I don't have much installed atm. But that's the last resort.
Both mice work in my gf's computers.

This must have something to do with windows 10.
Why I am so convinced it is a windows issue is because when i drag the mouse along the left side of the screen it stutters all the way from top to bottom, but it's fine on the right side of the screen.
Obviously something caused by windows, but what the heck is it?
