Mouse stutters and pc seems to slow down randomly...

Ok so this problem just started happening where my mouse would randomly stutter all of the sudden. It happens in programs and desktop while idle. I have troubleshooted:

System Specs:
Windows 7 and windows 8.1
i7 4770k quad core cpu with a h60 Corsair cooler
MSI G45 z87 Gaming Mobo
MSI 760 gtx
Samsung Pro SSD 128 gb (has OS on it)
750gb HDD
16 gb Corsair Vengeance Pro Ram
OCZ ModXStream Pro 700W
Antec 1200 Case
Dynex Mouse and Keyboard (cheap best buy brand but worked fine before i started having issue)
Use my 42" led TV (again never had a problem with anything for about 6 months until now)

All Drivers are up to date.

-set ms config to 8 cores
-took out GPU
-Memtest came out fine, switched mem slots
-took out WD 750gb HDD
-Reinstalled OS
-Plugged in different mouse still same problem.
-changed usb ports
-checked for power consumption, it was fine.
-All Temp are really low

Keep in mind if i use my mouse to select a window and shake it, it temporarily fixees the irresponsiveness of the mouse, as well as alt tabbing programs for a brief moment.
 
Hello... do you have a Local computer re-cycler store? you can get a different mouse for $5, for testing... have you tried all the USB ports?
Check your settings in your BIO's for the USB ports, Turn on legacy? enable all USB options in the BIO's?
What shareware programs are you Loading/installing?
What settings are you changing when you load fresh Windows install?
a Power Setting or Screen Saver or Power Plan change?

done all of that power settings set to performance, havent changed a thing in windows just all the sudden happen. also tried all usb ports
