Mouse wheel scroll speed slows down on pc startup

Hello,
Mouse wheel scroll speed slows down on pc startup. I've tried everything I've read here an nothing works. This is a new 3500 microsoft wireless. My old Nexxtech did not do this. I cannot find "KHALMNPR.EXE " that seems to do the trick for some. Any help out there?

Uninstall the MS mouse suite and don't bother with it. And block it in the windows update!
