Mouse won't work when playing YouTube and using games

So whenever I go on YouTube or attempt to play a video game it completely freezes my mouse but nothing else, I can alt f4 the programs and my mouse will work fine after but I still can't open anything and use it. I've completely uninstalled my drivers and reinstalled them and even rebooted my computer and it won't fix it.

One more thing check your device manager. Click the drop down menu for mice and other pointing devices and see if there's any yellow flags.

this didn't work and it actually seems to be when anything loads and i use windows 10
