Mouse's laser on but not working

The mouse is a HP invent optical mouse. I inserted the said mouse on the ports and it didn't work. I tried system restore, setting the BIOS, reinstalling the drivers, and the take-out-the-battery trick. Nothing works. I used another mouse and it worked.

I'm assuming this is a wireless mouse? Did you insert the wireless USB dongle/receiver into the correct port?

Make sure your computer is recognising the mouse. Under the "Bluetooth & other devices" settings, check to see if USB Receiver is there. You can also check through Device Manager.

I could just be an issue of a poor surface. Try using the mouse on a sheet of paper.

It's not a wireless mouse. It's an USB optical mouse. The mouse is not listed on Device Manager either.
