move (cut) problem with windows

my pc recently got some virus that messed up with my computer (the virus make my cpu working at 99%). i manage to remove the virus from my computer but my computer speed get sow low after i remove those viruses so i reinstall windows 10 (from windows recovery i manage to remove everything in drive c and reinstall windows and didn't kept any personal data) now when i try to move a data from my drive C for example to another folder in drive C its take too long to do that!even if i move a mp3 file to another folder it take a minute to move...
so i wanted to know why i have this problem still ?

How old is this PC? Seems like the HDD is failing for some reason or another.

I suspect that you have many drivers that need an update. Use device manager to check for driver updates on the disk drives and storage controllers to start and check any others you want.

no dude its not that old i dont think its because of that
core i3 4130
gtx 950
hdd western digital 1tb

im trying to update my drivers regularly that's not the problem neither
