move installed programs across HDD's

Can i just cut->paste installed programs from my second HDD to my new third HDD?

No. You must re-install them, if you want them to work properly. Otherwise, Windows won't know how to find and run the applications.

Not meaning to totally disagree with COLGeek, but it depends on the program. I've had ones that work by just copy/pasting, and others that don't. My advice now is to try it. If copy/paste works, great. But you should be prepared to reinstall because the odds are good some won't work.
