Hey Bermuda! Steam games are installed in your steam library location. Relocating steam to your HDD or simply uninstalling it and reinstalling steam onto your preferred drive should leave your games untouched. I would suggest that you first go to Steam->Settings->Downloads->Content Libraries and find where your library is located. If you want games to be stored on a different drive or folder, you can add a new library and delete the old one, although I am not sure if it will automatically relocate the files to your new library, so you may want to manually copy everything from your library to the new one.
In the past, to avoid having to fully reinstall Steam games, I have always copied my library to an external hard drive and simply pasted them in my library folder to install them more quickly, so if you want to avoid downloading the games again, that is always an option.
