I was messing with some settings recommended by an Nvidia Forum moderator. I moved my Cpu clock up to its maximum (3.6ghz)

After saving and exiting the bios, my Pc turned off and wehn booted would do the same thing a few times. It finally came on but it was not pleasant.

I also installed an older Gpu and left one of the extra Vga cables plugged into the mobo and the PC. The PC booted with fans blazing and a constant bios beep. Removing the cable fixed it.

What damage could all of this caused if any?

You won't damage it the components, unless a huge surge manages to travel to the board, which is very unlikely. The Power Supply might get affected though. Seems like when you bumped up the CPU speed, you didn't add more volts to it, which is why the machine kept shutting off.

I wasn't overclocking the CPu, jsut making it maintain it's boost clock. It worked a few months ago without this issue aswell.

The clock is back down and everything is working (from what I can tell). I'm worried that I might have damaged some more expensive compnenets such as the Gpu (1070), ram and cpu

Mild OC. You are still raising the multiplier. This happened to me a while back with my i7 4770. I boosted the clock to 3.9 and didn't change the voltages. You'd think you don't have to raise the volts because you running it boosted, but more speed requires more power. Don't worry about the components. They can take it. At least it's working so kudos!
