[SOLVED] Moving Mouse around Menus causes heavy fps drop

This is a problem that is new, it hasn't always happened. Whenever I move my mouse around, specifically in game menus, my frame rate drops and there is a lot of stuttering. I don't play a wide range of games on my PC so I can say this happens on Rocket League and Overwatch. When playing the game my frame rate is normal, however in Overwatch whenever I try to access the UI elements of the communication wheel that also causes similar lag. Any fixes?

this could be because youre using your mouse with 1000hz polling rate. im not sure why this lags some computers but it happens to me too. in osu when i play at 1000hz i get massive fps drops when moving the mouse but when i use 500hz its all fixed.
