Given a 250GB SSD, you DO want all your programs on that.
Games, music, videos...those can go on other drives.

Do NOT follow some tutorial that tells you how to change the registry to force everything to be elsewhere.
There are valid methods of doing this.
Do NOT cause your entire /Users/ or /AppData/ to be elsewhere. Tears will result.

Currently, you're only using 28GB. Can't get much smaller than that.

Downloads...you can change that location directly in your browser settings.

Steam games, you can have multiple locations.
Steam games location
In the steam client:
Steam
Settings
Downloads
Steam Library Folders
Add library folder

Libraries, like Doc/Video/Music...you can redirect those to the HDD

I attempted to follow the instructions for moving Docs/Video/Music/etc but I get told that I cannot move the folder because there is a folder in the same location and it cannot be redirected

Also, most current applications have gotten really good with managing multiple drives.
Generally, if you save something to the HDD, that application will remember that locations and suggest that as the default next time.
You don't even have to force redirect the "Libraries".
