Given a 250GB SSD, you DO want all your programs on that.
Games, music, videos...those can go on other drives.
Do NOT follow some tutorial that tells you how to change the registry to force everything to be elsewhere.
There are valid methods of doing this.
Do NOT cause your entire /Users/ or /AppData/ to be elsewhere. Tears will result.
Currently, you're only using 28GB. Can't get much smaller than that.
Downloads...you can change that location directly in your browser settings.
Steam games, you can have multiple locations.

Add library folder
Libraries, like Doc/Video/Music...you can redirect those to the HDD
